Federal Healthy Start Initiative
"The Healthy Start Initiative is funded by the Maternal and Child Health Bureau, part of the U.S. Department of Health and Human Services Health Resources and Services Administration.... Healthy Start promotes community-based, culturally competent, family-centered, comprehensive perinatal care and other facilitating services to women, infants, and their families, and integrates these services into existing systems of perinatal care."

"In 1935, Congress enacted Title V of the Social Security Act, The Maternal and Child Health Services Programs--providing a foundation and structure for assuring the health of mothers and children now for more than 60 years. Today, Title V is administered by the Maternal and Child Health Bureau as part of the Health Resources and Services Administration, Public Health Service, U.S. Department of Health and Human Services.
